Can a proposal with less than 40% yes votes be considered passed. This is a screenshot of proposal 4813 with less than 10% yes votes but passed. Can someone explain.
Because there are more votes for yes then no and nowithveto. And validators should already accept premise that they should not vote or vote no or no with veto to burn proposer deposite. Also they could change vote after voting.
