Proposal, prevent TR from using hidden voting and polls to enact governance

It has come to my attention that TR are using “simple polls” within their discord channel to vote on and enact governance proposals not listed on Terra Station.

MY proposal is that any such polls which have been voted on and enacted on platforms other than station.terra.money/gov be invalidated and immediately subjected to another vote on the proper site where everyone has the ability to vote.

Such an example of a poll is what is referred to as prop#0010.

This proposal secures funding for the dev team and a few other individual for some sort of unknown marketing or partnership. There are few details as to who these people are, what they do, how long theyve been in crypto/defi, what their intentions are etc.
some things listed in the proposal are below.

  1. No partnerships, sponsorships, or support from other blockchains/coins for first 6 months
  2. Keep confidential the Telegram handles of Neblio VC partners
  3. Keep confidential the Telegram conversations with Neblio VC partners
  4. Keep confidential the monetary amount of support provided by Neblio VC partners

This is an active proposal which is currently passing.

It is highly suspect that TR is making/taking partnerships and payments on a governance chain without properly putting it to a vote or without properly informing the community. it should be a HUGE RED FLAG.

The “simple polls” you mention are being enacted without on chain governance? Because if they have private polls that if pass are then put up for LUNC governance vote via on chain proposals, I don’t see a problem, that’s simply a group figuring out what proposals to put forth for community vote or not to.
If proposals are happening outside the on chain governance AND being enacted affecting the LUNC blockchain/code yeah that’s a problem.

Actually there is nothing wrong to have a sandbox poll, since the actual process will still have to go through the official governance process.

Having a trial poll, allows the TR to fine-tune things prior to going through the actual process. It’s much faster this way.

There is nothing wrong with a previous vote on their discord …it will allow to filter the proposals before passing it to the governace…

These kind of polls don’t use the governance features on Terra Station, they are used for internal governance. (“Should TR get funding from Neblio?” - this is something that does not directly alter the blockchain itself, or its parameters)

Governance on LUNC goes through official proposals when interacting with the core modules of Terra Classic: Terra Core modules — Terra Classic Docs documentation

In fact, many users have been using the governance module to create proposals that cannot be enforced, because they do not specify parameters to be changed. For example, 5234, 6082, 8813, 10880 all interact with core parameters, but any other proposal passed is contingent on “someone else” doing it on behalf of the proposer, such as 5966 or 7101.

In any case, Terra Rebels’ decisions to accept external funding does not require governance through Terra Station, because there are no enforceable parameters to do this unless it was to be pulled from some kind of module (see 8813).
