Please pardon my ignorance. I would like to know how the dev team(s) are payed from the community pool? Is this done by the validators? Or from a community wallet of some sorts? In that case who is in charge of this wallet?

Historically money were sent from the community pool to TGF (Edward Kims organization) and they looked after transferring the funds. There is no info if devs were paid in LUNC/UST or if TGF swapped this into USD/other FIAT and paid them by bank transfer.
The money is allocated by the community. There is a type of proposal called ‘comunity spend’. If a proposal passes, the requested amount is transferred from the community pool to the wallet specified in the prop.
