Remove validators power if they don't vote on a few proposals in a row

The proposal is to temporarily/permanently remove validators power if they don’t vote on a TBD number of proposals in a row.

There are way too many useless validators in governance right now, which purposely abstain voting on proposals even though an “Abstain” option exists. This results in a stall of the critical situation we are all in now, as well as a zero utility for any change/move forward thought out by the community.

The limit number of proposals is set to 5 in a row as an example.
The community is to discuss here the feasibility of this proposal, the number of proposals, and the duration of the power removal (temporary or permanent, and how long it has to be if temporary).

We all know this would receive 0 votes to begin with, nonetheless let’s give it a try if you all agree.
