Return LUNC Burn Tax to 1.2% & Re-establish Community Trust

I think a middle way between 1,2 and 0,2 must be tried, please check this proposal and let me know what do you think about it:

Set the tax rate to 0.6% and set aside 20% of tax revenue to finance ecosystem infrastructure and contributors

Summary we try 1,2% and 0,2% burn tax rate and now is time to try to set the tax rate to 0.6% and set aside 20% of tax revenue to finance ecosystem infrastructure and contributors Motivation Looks 1.2% and 0,2% burn tax rate not worked weel, so as prof Ed kim @ek826 told in a previous example we are not sure of wich one will work good, so as the statistic teach us, we need a random try to see which one is the better one, so it is time to change to 0,6%. Also now there is at vote in governance proposal 11127 that is to set tax rate at 0,6% if we think is OK, we can vote this one, I already did it.
