I would ideally want the L1 Team and @ek826 to remove any suggestions of what the split should be and deliver a base on which the community can decide on it later. Just give us the mechanism to work with and let the community do the rest. L1 Coders should work for all of the community and have no biases. Suggesting a 50/50 split (or any other) tied up to the rest of the L1 work is like throwing more wood into the fire. This is exactly what we must learn to avoid.
