There are currently many governance proposals that are far from being legitimate proposals. To reduce the noise, it makes sense to add an “Active” tab which only shows voting proposals that meet a certain voted threshold.
Governance voting will be used heavily soon and the page should reduce any unnecessary clutter and potential confusion.
