Motivation
because there are large concerns about the voting process, could we change the governance to include $UST or $aUST holders to create some form of a representative democracy.
Proposal
50% governance to staked $LUNA and 50% governance to $aUST.
people who had $UST staked on anchor prior to attack have an equal say in the future of this chain.
this would be a good way to balance the vote and give some governance to the small wallet holders whos life savings have gone to 10% over the last week.
