Who will revise the current coding, and execute this plan with DEX and CEX etc? How long it might take for this burning mechanism start to function? Any ideas?

I hope it will happen quickly, as there will be no complicated process like LUNA airdrop. Negotiations with exchanges are made, maybe a pause for a few hours and the system is activated.
Who will announce and implement this proposal?
