Summary
Recall all roaming UST. Give them LUNA.

Motivation
Stablecoin algorithm is now in the death spiral. Algorithm must be stopped. Do has made clear its intention to move to a collateral-based system. We have to kill the existing system before we switch to the new system.

Proposal
Distribute Luna in exchange for roaming USTs
For the exchange rate
UST: 1 dollar
Luna: 2 dollar

Give 1 Luna for every 2 UST

Yes!!! This is the ONLY thing that fixes Luna. 1USD for every 1UST. This will fix everything very quickly. All of these other ideas will only pull further off of the path.
