If you want my honest opinion, this proposal will never work.
The volume shared is the volume happening on CEX, where no fee can be added
If a fee is added, it would be only for on-chain transactions.
Also, as stated many times here, you can implement the burning mechanism on Luna Classic even with a new chain.
