1% would do the trick. Do would rather dilute the value of new luna holders, IF we take this all at face value.
Perhaps they are trying to suppress the current price by making us think new luna purchases will be diluted. Any buyback to burn scheme, which is more ethical/legal/realisitc benifits from a low price. 10 trillion lunas have been traded today, perhaps a buyback (to burn) is in progress.
