[Proposal] restart staking and let UST holders vote

Summary
The current Luna governance is being illegally held under the control of TFL. They have used UST in LFG without approval to defend their governance position and currently only 0.005% of Luna tokens can vote. Meanwhile UST/Luna mining has been suspended, to make it fair for UST holders, they should be eligible to vote too. I suggest that we can move forward on proposals if both Luna holders and UST holders agree.

Motivation
TFL is making a serious governance attack on the Terra ecosystem. The current decision making procedures need to be changed. We shouldn’t give any legimacy to any fork without the approval of current Luna/UST holders.

Proposal

  1. Enable staking again, same coin same right principle.
  2. Allow UST holders to vote separately.
  3. Proposals can go forward if both UST holders and Luna holders agree.
