Unless I missed it there was no discussion regarding potential risks that come from reopening the channels.

I am not terribly experienced with regards to crypto but as it currently stands, with certain types of swaps disabled, there does not appear to be any.

Based on the data available it appears there is hupe potential upside to this move with minimal downside.
