Unable to vote for Prop 1691

Prop 1691 should show up in Terra Station but it does not.

Steps To Reproduce Issue

1. In Terra Station go to Governance to see that Prop 1691 is missing.
2. The Governance section on the website is also missing the proposition.
3. The only way to even see the proposal is going to this direct link:
   Terra Station

Expected Result

1. Expected to see the proposition in Terra Station’s Governance section listed for voting.
2. Expected to see the proposition in the website’s Governance section listed for voting.
3. Expected the submission for a vote on the website succeeds.

Actual Result

1. The proposition is hidden in Terra Station’s Governance section while the vote is technically in play and counting down its clock.
2. The proposition is hidden in the website Governance section while the vote is technically in play and counting down its clock.
3. The website link just spins when submitting a vote and the request never submits.
